Promoting fair recognition of qualifications in Asia-Pacific

Third Session of the Tokyo Convention Committee in conjunction with the First Plenary of the Asia-Pacific Network of National Information Centres (APNNIC)

14-15 October 2021: To promote fair recognition of qualifications throughout the Asia-Pacific region, UNESCO will co-organize the Third Session of the Tokyo Convention Committee on recognition in conjunction with the First Plenary Session of APNNIC together with the Ministry of Education, Culture, Sports, Science and Technology (MEXT), Japan (virtually from 14-15 October). Due to the impacts of COVID-19, the Third Session was rescheduled by the Committee from 2020 to 2021.

The launch of APNNIC in September 2019 and Statement on COVID-19 in November 2020 were significant milestones for the Asia-Pacific to ensure all learners have access to authoritative information on qualifications recognition. The next event is supported by the Japan Funds-in-Trust and MEXT and co-hosted by the National Information Center for Academic Recognition Japan, NIAD-QE and Kanazawa University.

This significant regional consultation will review the status and readiness of countries throughout the region to ratify and implement the Tokyo Convention on recognition and join APNNIC.

Meeting objectives:

  • Receive and examine country reports on implementation of the Tokyo Convention on recognition and assess the timeline of non-State Parties regarding ratification;
  • Share practices and examples of national information center operations in Asia-Pacific;
  • Raise awareness about the Global Convention on the Recognition of Qualifications concerning Higher Education and explore regional synergies with existing Conventions.

In addition, all delegates and observers will be invited to join networking events as part of the ASEAN+3 Rectors’ Conference, which will be held in parallel in Kanazawa, Japan.
