NEQMAP regional workshop: Data quality and accuracy of large-scale learning assessment programmes

As the importance of large-scale assessment data on learning is increasingly recognised across the region and globally, the question of the quality and accuracy of these data comes to the fore. 

To address this, the Network for Educational Quality Monitoring in the Asia-Pacific (NEQMAP) Secretariat at UNESCO Bangkok in cooperation with the Australian Council for Educational Research (ACER) will hold a regional workshop on data quality and accuracy in large-scale learning assessments from 12 to 15 March in Bangkok.

The workshop will aim to strengthen capacity in ensuring data quality in all stages of the assessment cycle among mainly government partners in the Asia-Pacific region. The four-day workshop will address data quality in the sampling phase; during implementation (field operations); and post-implementation, i.e. in the course of data management. 

ACER experts Ursula Schwantner, Alla Routitsky and Clare Ozolins will be the main facilitators for the workshop. Assessment experts from over 20 countries will attend the workshop, which will provide ample opportunities for interaction among peers through practical sessions and panels in addition to the presentations. 

The workshop aims to contribute to increased national capacities in reporting on the state of learning outcomes, so as to inform evidence-based policies to improve learning. In addition, it could also support reporting on progress towards Sustainable Development Goal 4 and, in particular, Indicator 4.1.1, which measures the percentage of children in primary education and at the end of lower secondary education reaching at least a minimum proficiency level in reading and mathematics.

The workshop will be opened by Ms. Maki Hayashikawa, Director a.i. of UNESCO Bangkok, and will be followed by an overall introduction by the new Head of the NEQMAP Secretariat, Mr. Moritz Bilagher. On the final day of the workshop, representatives from NEQMAP’s partner organizations, including UNICEF Regional Office for East Asia and the Pacific, Southeast Asian Ministers of Education Organization (SEAMEO), Global Partnership for Education (GPE) as well as UNESCO Institute for Statistics (UIS), will join to share their insights and experience from major global and regional initiatives.
